Format
Timers are base assets, so they start with their 0x8 byte header, then are followed by:

0x08 | float | seconds | The starting time in seconds. |
0x0C | float | randomRange | Stored in little endian. Only present if numberOfEvents > 0. Not present in Scooby. |
