Decrement decreases a counter's value by 1. If the counter's new value is 0, Expired will automatically be sent to the counter. Otherwise, if the counter's new value is between 1 and 20, a matching Count# event will be sent to the counter.

Note: if the counter is already expired, this event won't do anything.
